Tribal Opioid Response Tribal Opioid Response (TOR) is a SAMHSA recipient dedicated to supporting drug and other substance-use treatment and recovery. Its services include culturally informed support groups and evidence-based treatment. In addition to offering talking circles and medication-assisted treatment, the TOR program integrates patients’ family members on the road to recovery.
